Parking Meters

As with many cities in Canada, the City of Brandon has parking meters located on various streets within primary shopping and business zones within the City. The main purpose of on-street parking restrictions and parking meters is to allow motorists to shop and/or visit their particular venue of choice by providing accessible parking spaces on the street.

The time restraints on parking meters encourages motorists to move their vehicles within a prescribed time frame, thus preventing motorists from abusing parking privileges and allowing for a constant turnover of parking availability for incoming patrons / visitors to a place of business and/or shopping.

Time limits for meters located in the City of Brandon vary depending on their location, anywhere from 1 hour to 2 hour limits. Individual meters have the specific information relevant to the amount of time available for parking as well as the denomination required for each amount of time allotment on the meter. Those patrons requiring more than two hours parking are encouraged to consider longer term parking in parking lots throughout the City.

Vehicles failing to vacate parking spaces within the prescribed amount of time at parking meters are subject to a parking fine under the City of Brandon Traffic By-law No. 5463.

Parking Permit Regulations

As discussed above, in certain areas of the City of Brandon vehicles are only permitted to occupy on-street parking spaces for a maximum of 1 or 2 hours as indicated by the parking signs adjacent to the street. Where such parking restrictions have been implemented by the City of Brandon, residents in these areas may apply to the City for a parking permit.

Below is a portion of the City of Brandon Traffic By-law No. 5463 which outlines the requirements for residents applying for parking permits within a parking restricted area. The information provided here is for information purposes only and shall have no legal status in relation to the Traffic By-law.

1. The parking restrictions set out in the City of Brandon Traffic By-law No. 5463 shall not apply to vehicles displaying a valid residential parking permit the form of which is set out in Schedule “N” of the City of Brandon Traffic By-Law No. 5463, providing the vehicle is parked within the block of residence for which the permit was issued.
2. The City of Brandon reserves the right to revoke any permit when the vehicle for which it was issued has had two or more convictions for parking within a parking restricted area in contravention of these regulations.
3. Residential parking permits shall be issued through the City of Brandon Finance Department, subject to the conditions set out in the sections hereinafter.
4. A residential parking permit may be obtained by a resident of a dwelling located on one of the streets or avenues described on the attached Schedules.
5. An applicant for a residential parking permit must provide confirmation of residency within the area described above and either the lease or authorized use of a vehicle by presenting to the City of Brandon Finance Department the following:
   • in the case where the applicant is the owner of the vehicle, a current Province of Manitoba vehicle registration/insurance certificate showing a residence within the described area;
   • in the case where the applicant is a tenant, and owner of the vehicle, a current Province of Manitoba vehicle registration/insurance certificate, and a letter signed by the applicant’s landlord confirming residency within the described area;
   • in the case where the applicant is a property owner, or a dependent thereof, leasing the vehicle, a current Province of Manitoba vehicle registration/insurance certificate, and a signed copy of the current lease/rental agreement for the vehicle, and a valid Province of Manitoba Driver’s License showing a residence within the described area;
   • in the case where the applicant is a tenant leasing the vehicle, a current Province of Manitoba vehicle registration/insurance certificate, and a signed copy of the current lease/rental agreement for the vehicle, and a letter signed by the applicant’s landlord confirming residency within the described area;
   • in the case where the applicant is a property owner, or a dependent thereof, and has authorized use of the vehicle, a current Province of Manitoba vehicle registration/insurance certificate, and a letter from the registered owner of the vehicle authorizing the applicant’s continued use of same, and a valid Province of Manitoba Driver’s License showing a residence within the described area;
   • in the case where the applicant is a tenant and has authorized use of the vehicle, a current Province of Manitoba vehicle registration/insurance certificate, and a letter from the registered owner of the vehicle authorizing the applicant’s use of same, and a letter signed by the applicant’s landlord confirming residency within the described area.
6. There shall be no charge for the issuance of the annual residential parking permit.
7. Residential parking permits shall be valid for all or part of a year. Such year shall commence on the 1st day of May and shall expire on the 30th day the following April.
8. It shall be the responsibility of the residents to ensure parking permits are renewed on an annual schedule as indicated in clause (7).
9. A residential parking permit to be valid must be firmly affixed to the inside lower corner of the windshield on the passenger’s side of the vehicle with the “front” side of the permit facing out.
10. A replacement permit may be obtained for the balance of the year, as a year is described in section (7), for a fee as set out in the City of Brandon’s annual fee schedule, should the motor vehicle in question be sold, or the windshield of the vehicle be replaced, or a lease/rental vehicle be exchanged for another lease/rental vehicle.
11. To obtain a replacement permit as referred to in section (9); the applicant must provide evidence satisfactory to the City of Brandon Finance Department, of either sale of vehicle or replacement of windshield, or exchange of lease/rental vehicle.
12. The penalty for violation of the parking restrictions as set out in this regulation shall be as defined in the City of Brandon Traffic By-Law No. 5463.
