The City of Brandon is bringing back the flood protection subsidy program. This program provides subsidy funding for property owners wanting to install either a sump pump and pit and/or a backwater valve in their home or business. The construction of new buildings will not be considered for this program.
Subsidy funding is available for up to 75% of the total materials and installation cost up to a maximum of $2,500 for the sump pump and pit and up to a maximum of $1,500 for the backwater valve. Work must be completed by a licensed plumber in order to qualify for funding. This program is open for all property owners within City of Brandon boundaries.
To qualify for the 2025 program:
1. Obtain a quote from a licensed plumber. If both components are being installed the quote must list the two items separately to show individual costs.
2. The plumber must supply a drawing that includes:
- Location and type of back water valve relative to basement plumbing
- Location of sump pit
- Discharge location of sump pump on exterior of house
3. With the quote, subsidy application form filled out by the property owner, and the required drawing(s) apply for a flood protection permit either in person at the City of Brandon Development Services Division (638 Princess Avenue, 7th Street entrance), or via our online portal at permits.brandon.ca. At this point in the process, you will be considered accepted into the program.
4. This program requires a minimum of two inspections by an inspector from the City of Brandon. The first inspection occurs after the components are installed and are still visible for inspection. Another inspection is required after backfill when the work is complete. Work performed must pass both inspections in order for subsidy funding to occur.
5. Inspections should occur when the plumbing contractor is onsite.
6. Once the work has passed the final inspection, submit proof of payment to the City of Brandon Development Services Division in the form of the paid plumbers invoice. A cheque will be issued and mailed to you from the City of Brandon for the approved subsidy amount. The wait period is approximately 30 days from the day of final inspection and/or submission of a paid invoice.
7. This program has a retroactive component. Installation of components that occurred January 1, 2020, or later, will be considered for subsidy funding if all conditions of the program are met which include but are not limited to:
- a permit is in place
- the work has passed an inspection by the City of Brandon
- proof of payment to the plumber in full
8. Applications into the program must be made no later than November 30, 2025, with all work, inspections and the previously noted paperwork submitted to the City of Brandon on December 15, 2025.
