Public Utilities Board Reviewing City's Application for Revised Water and Wastewater Development Charges

Brandon, MB – As Brandon continues to grow, new municipal infrastructure is needed to support that growth. Development Charges (DCs) help fund essential infrastructure so the city can continue to grow sustainably over the next 20 years.

The City of Brandon has applied to the Manitoba Public Utilities Board (PUB) for revised DCs for the Brandon Water and Wastewater Utility. The notice of application is available on pubmanitoba.ca.

The revised rates are intended to ensure new development contributes to the cost of the infrastructure required to support it, while protecting existing ratepayers from bearing those growth-related costs.

The application includes revised DCs for:

  • Low density residential development, charged per unit
  • High density residential development, charged per unit and phased in over a three-year period
  • Non-residential development, charged per square foot


The proposed charges reflect costs related to:

  • City‑wide water and wastewater treatment infrastructure
  • Water and wastewater network infrastructure in emerging growth areas

Subject to approval, the City is proposing a three-year phased in approach for high density residential water and wastewater DCs. This phased approach is intended to support development while allowing time for adjustment to the updated rates. More information on DCs is available at brandon.ca.
