Project BLOCKADE: Joint Police Operation Targets Sexual Exploitation in Brandon
Brandon, MB – On September 26 and 27, 2025, the Brandon Police Service Organized Crime Section and the Winnipeg Police Service Counter Exploitation Unit, with support from the Manitoba Criminal Intelligence Centre – Manitoba Justice, conducted a Joint Forces Operation targeting sexual exploitation in the City of Brandon. The coordinated investigation, titled Project BLOCKADE, aimed to disrupt both street-level and online exploitation activities.
Over the course of the two-day operation, 23 adult males were arrested for Obtaining Sexual Services for Consideration or Communicating in Any Place for That Purpose, contrary to Criminal Code. The arrests occurred across multiple locations, including downtown Brandon and local hotels.
As part of the enforcement actions:
- 7 vehicles were seized under Section 242.2(3) of the Highway Traffic Act, which allows for the impoundment of motor vehicles used in prostitution-related offences.
- All accused individuals were released on Undertakings in accordance with the provisions of the Criminal Code.
This operation reflects the continued commitment of Manitoba law enforcement to proactively combat sexual exploitation and human trafficking.
"Project BLOCKADE demonstrates the value of inter-agency collaboration in tackling exploitation within our communities. These crimes often operate in the shadows, and coordinated efforts like this are essential in protecting vulnerable individuals and sending a clear message that this behaviour will not be tolerated," said Staff Sergeant D. Andrew of the Brandon Police Service.
