City Council Meeting Highlights - Mon, July 28, 2025

Brandon, MB - Brandon City Council held their regular meeting on Mon, July 28, 2025. In addition to committee reports and enquiries, the following key discussions and decisions were made:

Presentations & Delegations:

  • Council approved a delegation request from the Downtown BIZ seeking community event designation for the Summer Market, which would enable the acquisition of an open liquor permit for select market dates.
  • The Downtown BIZ also highlighted the upcoming Skatepark Graffiti Jam, taking place this Sat, Aug. 2, from 12 to 5 p.m. at the Kristopher Campbell Memorial Skate Plaza

General Business:

  • Council approved a $127M investment in a new membrane building at the Water Treatment Facility. Construction is expected to be completed by June 2029. This is the single largest construction contract ever awarded by the City.
  • Council approved a scope change request to prioritize the membrane building in the funding application through the Investing in Canada Infrastructure Program (ICIP).
  • Council approved subdivision applications for:
    • 1900 – 34th St. to support a new public school, 10 residential lots, and a future roundabout.
    • 911 Douglas Street for future development
  • Up to $200,000 was authorized from the Fiscal Contingency Reserve to add one playground replacement to the 2025 program, with another structure forwarded to 2026 budget deliberations.
  • A funding agreement for the Keystone Centre was approved.
  • Council approved a new contract with Amalgamated Transit Union (ATU), effective Jan. 1, 2025, through Dec. 31, 2029.

By-Laws:

Council approved these By-Laws:

  • By-Law No. 7427: Rezone 1900 – 34th Street for a school site
  • By-Law No. 7428: Rezone 911 Douglas Street for a childcare facility
  • By-Law No. 7429: Close and convey Ussher Ave., Peters Ave., and adjacent lanes for residential development
  • By-Law No. 7430: Rezone 548 Park Street and others for the development of a childcare facility
  • By-Law No. 7431: Rezone part of 1900 – 34th Street for future development
  • By-Law No. 7432: Close and convey Frederick St., McTavish Ave., and adjacent lane for a new childcare centre

First readings were given to:

  • By-Law No. 7433: Rezone 729 – 17th Street to allow for development of a residential suite in the basement of an existing commercial building.
  • By-Law No. 7435: Amend By-Law No. 7393 to borrow funds for the Sportsplex Ice Arena Project
  • By-Law No. 7437: Amend By-Law No. 7411 to borrow funds for the Police Operations Centre
