Development Charges

New services are required for the City of Brandon to grow. These services include off-site improvements (external to a development) to the transportation, water, wastewater and land drainage facilities and networks. One method of funding the off-site improvements is by collecting contributions from new development.

The Development Services Division is completing a development cost charge study and by-law to provide the option of a development charge by-law to Council for consideration.

Development Charge By-law 2nd Reading

City Council gave second reading to the Development Charge By-law on October 16th. City Council will consider third reading following a decision from the public utilities board on the by-law.  pdf Report (1.38 MB)

Development charges are an important tool to fund infrastructure required to service new growth. Development Services staff are moving forward with the Development Charges By-law with the intention for the charges to be implemented early in 2019 following Council approval.

Please join us for a discussion on the timing of infrastructure identified to service growth in the capital budget. Industry feedback is key to ensure the City's construction timelines align with market demands and the speed of development.

September 11, 2017 - Public Hearing

City Council hosted a special meeting to hear public input on the development charge by-law.


June 12, 2017 - Public Meeting

This public meeting consisted of a community discussion of the draft Development Charge Policy and By-law that was presented to City Council for their consideration.

April 3, 2017 - Public Meeting

The purpose of this community discussion was to share feedback gathered so far through stakeholder and public engagement sessions and to explore options on how the charge will be administered, when it will be collected and possible exemptions that may be considered.
